A 23-year-old South Korean National was arrested for secretly filming under a woman’s skirt at a temple in Kyoto. The man reportedly entered Japan from South Korea for the purpose of sightseeing, arriving in Osaka, and joined a tour of Kyoto on May 1.
Another tour participant noticed the man approaching the two victims, and the tour guide reported the incident to the Kyoto Prefectural Police.
The South Korean man admitted to the charges, citing he did it for the thrill.
