Takiwaki Masaki Rasai, a 21-year-old Filipino National living in Nagoya City was arrested for surrounding and assaulting another person on the street.
According to the Special Investigations Division for Organized Crime, the suspect is the leader of a gang, “Blackout.” The gang was based in Aichi Prefecture but dissolved in June.
The report cites that the posee confronted a 20-year-old man over a romantic matter, threatening him by saying things like “I’ll kill you,” and extorted 2,000 yen in cash, ganging up on him, beating him, and kicking him.
