2 Chinese Nationals Arrested for Illegally Reselling Train Tickets

Two Chinese Nationals, Xu Changhao (30) and Pan Yongjin (29), suspected of fraudulently issuing and reselling Tokaido Shinkansen tickets using QR code reservation information were rearrested on February 25th.

They are suspected of stealing a total of 14 tickets by using fraudulently obtained reservation information under other people’s names. In November 2023 and January 2024, they allegedly scanned QR codes at ticket vending machines to issue the tickets illegally.

Xu is believed to have instructed Pan to issue the tickets and resell them to Chinese tourists. However, the police have not disclosed whether the two suspects have admitted to the charges.

The two had already been arrested earlier for allegedly stealing 24 tickets using the same method. The police suspect that they were systematically stealing and reselling train tickets and are continuing their investigation into the full extent of the operation.
