16-Year-Old Arrested for “Hacking” Into Rakuten Mobile

A 16-year-old high school boy from Nagano was arrested for violating the Unauthorized Computer Access Law. The boy allegedly provided IDs and passwords of “Rakuten Mobile” accounts after illegally accessing the system, subsequently selling and contracting the lines under other people’s names.

The boy has been identified as the No.2 member of a cybercrime group, “Arashi Kyoeiken,” which sold the accounts, or “lines” on Telegram for approximately $80 each, earning about 1.2 million yen.

The boy denies the charges, and as a counter-measure the government issued administrative guidance to Rakuten Mobile for being late in reporting the incident.
