Nguyen Chong Chung (39), has an arrest warrant, and is suspected of instructing his younger brother, Nguyen Chong Thu (25), to shoplift from a drugstore in Tokyo.
The goods stolen by Thu are believed to have been sent to Vietnam for resale by the older brother.
Similar incidents are occurring one after another, in which different theft groups shoplift products from Japanese drugstores and resell them.
