A Vietnamese National was arrested for riding a bicycle and watching patrol cars suspiciously in Fukuoka. When the police stopped him and tested his breath, they detected alcohol twice the legal limit. The man was then arrested on the spot for riding under the influence of alcohol.
The man arrested is Nguyen Ngoc Bai, a 48-year-old Vietnamese National who claims to be a company employee and lives in Fukuoka City.
During police questioning, he admitted to the charge, saying, “I drank three cans of beer.”
