Khuldarov Iskandarbek, a 33-year-old Uzbek National was arrested for heavily modifying his bicycle into a “moped.” The man reportedly said, “I didn’t think a license was necessary.”

The reason for his arrest was that, due to ongoing sightings of pedal-equipped electric bikes and reckless speeding around Ueno, the police had strengthened crackdowns.

He was riding a regular bicycle that had been equipped with a motor and battery, essentially turning it into a moped. However, it lacked a license plate, which is required to legally drive on public roads.

Furthermore, police measured its speed at the station, and was found to be capable of reaching over 60km/h.
