Naoto Watanabe (28) and Naoya Nagumo (28) were arrested for a conflict relating to sex-related businesses.
With new laws enacted, the Adult Entertainment Business Act now bans “scout-back” which are payments by a sex business to a scout, which acts as a referral fee for bringing women into establishments as sex workers.
The arrest charge is that the two, conspiring with others, threatened a male manager of a sex establishment by saying things like, “if this continues, we’ll go all the way.” The threat comes after the establishment said they would cut ties, in order to be in compliance with regulations.
