The Wakkanai Coast Guard arrested 36-year-old Russian National Igor Kiselev, a member of a Russian cargo ship. Kiselev is suspected of possessing 0.17 grams of marijuana inside his bag.
The Wakkanai Coast Guard found plant fragments during a boarding inspection of the cargo ship, which had brought sea urchins from Sakhalin on the 16th. After analysis, the fragments were confirmed to be marijuana.
