Four individuals, including the leader of a group suspected of engaging in illegal solicitation and fraudulent business practices in the bustling district of Kamata, Tokyo, were arrested for illegally operating a hostess club.
According to the Tokyo Metropolitan Police, Xulei Xu, a Chinese national and the leader of the “Best Group,” along with three others, are suspected of conducting unauthorized entertainment business in a hostess club in Kamata, Ota Ward, from 2021 to last month.
The “Best Group,” consisting of around 30 members, has been implicated in illegal solicitation and fraudulent practices around Kamata Station. Since August 2021, they allegedly generated approximately 90 million yen in sales across three hostess clubs.
During the investigation, all four individuals reportedly admitted to the allegations.
