Kei Teshigawara (36) was arrested for stabbing Tokio Iwashita (44) in the chest with a kitchen knife on the street in front of his home in Ryugasaki City.
Iwashita was later confirmed dead.
Just before the incident, there had reportedly been a dispute involving foreign men and women connected to both individuals.
