A standard passenger car traveling west and a motorcycle attempting to turn right eastward collided. The motorcycle driver, Ryuichiro Kigoe (67), was taken to the hospital but was later pronounced dead.
When the police tested the breath of the car driver, they detected alcohol exceeding the legal limit. As a result, they arrested Kazuya Fujiwara (65), a restaurant owner from Kyoto City, on the spot for negligent driving causing injury and driving under the influence.
The police plan to change the charge to negligent driving causing death and are also considering applying the more severe charge of dangerous driving causing death.
