24-year-old Tim Thibot and 29-year-old Toy Sen, both Cambodian Nationals, were arrested and sent to prosecutors on suspicion of theft. According to police, between July 30 and August 1, 2024, the suspects allegedly broke into the mega-solar power plant in Shikama Town and stole approximately 4,760 meters of copper wire cables, valued at around 380.8 million yen. While Tim and Toy remain silent, two other suspects have admitted to the charges.
The suspects are believed to be part of a foreign criminal group known as “Tokuryu,” which operates anonymously and moves fluidly, frequently disbanding and regrouping. Authorities are investigating additional crimes they may have committed.
