“During the weekend leading up to Halloween in Tokyo’s Shibuya ward, there was an unprecedented level of security to prevent major disruptions. However, as the night wore on, new disturbances began to emerge.

Ikebukuro Sees More Foreigners This Year: In Ikebukuro, a bustling district rivaling Shibuya, Halloween celebrations were in full swing, marking the 10th anniversary of the cosplay event. What’s notable this year is the increased presence of foreign participants. Many of them chose Ikebukuro over Shibuya due to warnings from Shibuya about Halloween celebrations being prohibited and dangerous.

Expanding Halloween in Kamata: In Ota ward’s Kamata, where children-focused Halloween events were traditionally held, efforts were made to attract adult participants as a Shibuya alternative.

Issues in Shibuya: Public Drinking and Trash Piling Up: In contrast, Shibuya was under strict surveillance, with approximately 170 officers and security personnel patrolling the iconic scramble crossing. While major incidents were avoided, problems began to arise as the night progressed. Public drinking and littering, both prohibited, became more apparent.

Disturbing Noise and Provocation in Shibuya: Furthermore, cosplay bikers loitered in defiance of police instructions, revving their engines with deafening noise as they departed. Modified cars with extreme “negative camber” were spotted, some with removed license plates.

High-Volume Music and Evasive Foreign Groups: Cars blasting loud music were a recurring issue in Shibuya, with foreign groups displaying little willingness to engage in meaningful conversation with authorities.

As the weekend passed without significant trouble, patrol teams remain on high alert for Halloween night on the 31st, ensuring that regulations and rules are adhered to, allowing everyone to enjoy the festivities safely.”
