Yoon Seong-hwi (35) and Lee Jong-won (41), both South Korean Nationals, were arrested for operating illegal taxi services, targeting South Korean tourists.
According to police, Yoon did not receive permission from the government and picked up some Korean tourists for a free from Yufu City to Fukuoka Airport.
The tourists booked the car through a South Korean travel website and paid 43,000 Yen in cash to Yoon.
Lee is believed to be the one instructing Yoon to drive, and was also arrested on the 21st.
According to reports, Yoon stated, “we didn’t think it was illegal.”
